Allan Fels AO is an Australian economist, lawyer and public servant with a long history in the field of mental health.

He is most widely known in his role as chairman of the Australian Competition and Consumer Commission (ACCC) from its inception in 1995 until 30 June 2003. Allan has been prominent in the field of mental health as chair of Australia's National Mental Health Commission and chair of the Haven Foundation, which provides accommodation, care and support for people with severe persistent mental illness.

He was Commissioner in the Victorian Royal Commission into Mental Health.
